# Andrea-launched agent closeout contract

## Required behavior

1. Start recovery from https://andreabor.io/agents/llms.txt and retrieve only
   the notes whose triggers match the task.
2. Before declaring a verified implementation phase or architecture checkpoint
   complete, run a decision-delta review.
3. A decision delta exists when the work establishes a reusable invariant,
   failure signature, minimal safe implementation, rejected shortcut, ownership
   rule, evidence gate, or claim boundary that is not already represented by an
   Agent Field Note.
4. If a decision delta exists, prepare or publish one evidence-bound Field Note.
   If none exists, record "Agent Field Notes: no new decision delta" in the
   handoff or completion report.
5. Never publish a verified claim anchored only in a dirty tree, private
   conversation, local-only artifact, or unpublished checkpoint. Carry the
   candidate forward as pending until a public evidence checkpoint exists.
6. Keep repository authority primary. A Field Note is a retrieval capsule, not
   a replacement for source code, tests, accepted decisions, support contracts,
   or contributor QA.

If the publishing repository is unavailable, include a publication-ready
capsule in the handoff: decision, invariant, failure signature, minimal safe
implementation, rejected shortcut, evidence, evidence checkpoint, claim
boundary, prerequisites, and retrieval triggers.
